The
Orange County Grand
Jury has “No-Billed”
Robert W. Arnold,
Jr. in the shooting
death of James
Whitehead. The
shooting occurred in
the parking lot of
an auto parts store
on 16th Street in
Orange, Texas on
July 26, 2010.
Arnold, a Captain
with the Orange
Police Department,
was off-duty and
inside the store
when Whitehead
became angry with
store personnel.
Arnold intervened
and an altercation
ensued, which ended
when Arnold fatally
shot Whitehead. The
Grand Jury had the
choices of indicting
Robert Arnold for
Murder, Manslaughter
or not charging him
at all. A “No-Bill”
is a finding that
Arnold’s conduct was
justified under the
law and no criminal
charges should be
filed.
Lane
Martin, with wife
Samantha at
Tuesday's city
council meeting, is
a 21-year veteran of
the Orange Police
Department and now
the next chief of
police. Orange City
Manager Shawn Oubre
chose Martin to
replace Sam Kittrell,
who is retiring at
the end of the
month. The city
government is set up
with the manager
choosing department
heads, but he
presented his choice
to City Council
Tuesday morning. The
council unanimously
voted in favor of
Martin. Oubre told
the council he could
have advertised for
the post out of the
area, but he
couldn't have found
anyone better for
the job. He pointed
out that Martin is
quot;family oriented
with ties to the

Strange noises from
the old, abandoned
Jack Tar Hotel
attracted attention
early Sunday. It
wasn't a ghost, but
a man taking
plumbing fixtures.
The city bought the
vacant 1950s hotel
in the summer and
plans to demolish it
soon. Orange police
reported that a call
came in about 2:27
a.m. reporting the
noise. Officers and
even firefighters
set up a perimeter
around the building
while officers
searched. They
pinpointed the noise
to the third floor,
where they found a
man in Room 316. He
had already removed
plumbing fixtures
from Rooms 301
through 316. Police
later found the
plumbing removed
from Rooms 202-215.
They arrested a
59-year-old Michael
Cruse of Orange and
took him to the
Orange County Jail.
This was the second
time someone had
been caught stealing
fixtures from the
hotel. Hurricanes
Rita and Ike have
left the hotel in
shambles with blown
out windows,
including large
windows in the
former ballroom and
Yacht Club area.
Thieves were
thwarted by an alarm
system at Little
Cypress Intermediate
School on Allie
Payne Road early
Friday morning.
Orange police report
that a security
system alarm went
off at 12:07 a.m.
Friday and the alarm
system company
notified police.
Officers found a
broken window on the
front entrance.
Someone had rummaged
through the offices,
but nothing major
was reported
missing. Three days
earlier, thieves at
the new West
Orange-Stark
Elementary School on
Martin Luther King
Drive took several
laptop computers
along with IPads and
about $1,500 in
cash. The $36
million school that
opened in August
didn't have a
burglar alarm system
installed, according
to Pinehurst police.
The thieves broke
out a back window to
get inside.
Traveling through
the City of
Lumberton is about
to become a bit less
congested. The Texas
Department of
Transportation (TxDOT)
announced Monday
that it will begin a
project to improve a
four-mile stretch of
US 69 to a five-lane
highway. TxDOT says
work begins November
15th. “We believe
this is the first
step in helping to
relieve some of the
congestion on US
69,” said Randy
Redmond, Beaumont
District Engineer.
The project involves
converting a section
of the highway
between FM 421 and
Walton Road to
five-lanes. Due to
limited right-of-way
and the lack of
funding, TxDOT will
use the existing
pavement and convert
the shoulders to
travel lanes.
Designers and
engineers also say
travel lanes will be
11-foot wide instead
of the standard
12-foot travel
lanes.
